Project Summary
Courtyard / Main Piping
• Crews will start with targeted pot-holing with an mini excavator.
• Crews will drill new gas and water mains from the street to the laundry rooms in each building.
• Charter Construction will have their site laydown area located in the courtyard.
• This new domestic cold-water main will be the building’s new main water feed, and the old system will also be live until the last unit is replaced.
Common Space Work (Laundry Rooms / Corridor):
• Crews will trench the concrete along the wall on the courtyard side to allow for pipe routing.
• Each buildings laundry room will have (2) gas fired tankless hot water heaters, (1) storage tank, and an expansion tank installed.
• Crews will be routing the piping and venting through a window opening in each laundry room.
• Window will be removed and a infill panel will be installed with proper knockouts to route our piping and venting needs through. Charter will insulate as needed.
• Main piping will be routed through the laundry, storage, and crawl space areas.
• New hose bibs will be piped through these common areas.
• When laundry rooms are being piped, laundry equipment will not be in service. Notices will be posted to ensure residents know when the laundry room is unavailable.
• Unit ISO-valves will be installed off main lines in crawl space/common areas.
• New water lines will ran through the crawlspace, basement, and storage areas for the new hose bibs.
• New water lines will run along the ceiling of the laundry and storage areas.
• Existing piping in the common areas will be cut, removed, and disposed of off-site.
Unit / Common Area Protection
• Site protection (ram board, plastic, zipper walls,) will be installed in each unit where work is being completed.
• Ram board installed on floor from front door to each working location.
• Crews will install carpet masking on all carpet surfaces and ram board (cardboard) on hard surfaces where work will be performed.
• Plastic will line walls, cabinets, and any finishes needing to be protected by construction work being performed.
• Stoves, ranges, hood vents, washer/dryers, and upper cabinets will be removed and stored in a location deemed acceptable by the residents.
In-Unit Work
• Site protection will be in place.
• Drywall will be opened on the wall and ceiling behind ranges, in bathrooms on walls behind sinks, behind toilets, behind washer & dryers.
• Shower valve walls will get demo’ d completely. Back-to-back units will be re-piped from one side or the other, this will be determined by which side is easier to procure repair products for.
• Plumbers will be in units installing new piping in the walls, piping to each fitting in the unit.
• Drywall will be put back in all the locations it is removed, finishes will be matched to existing.
• Affected walls from the re-pipe will be painted with color matched paint. Matching existing colors, sheens, & finishes.
• Once work in units is complete any site protection will be removed and disposed of off-site.
Cleanup
• Cleanup will be ongoing at the job site. Crews will clean all work areas daily at the end of shifts, including sweeping/vacuuming floors where work was performed.
• More extensive cleanup will be performed on Friday afternoons.
• Final interior cleaning will be performed at the completion of the work in each unit.
Resident Preparations (General Guidelines)
• Residents will receive notices regarding all preparations they need to make in their unit to prepare for the domestic water pipe replacement project.
• Some of the resident responsibilities include:
• Remove all furnishings, plants, and miscellaneous items from walkways.
• Remove all art, wall hangings, and valuables from interior walls in areas of the unit where work will take place.
• Keys/Unit access. We have lockable key boxes that Aaron is in charge of. If you know you will not be home when we need access to your unit you can get a key made and give it to Aaron. He will put a tag on it and keep it in the lock box. Keys will be given back to residents at the end of the project.
Interior Impact
• Working hours are 8:00 AM to 5:00 PM, Monday through Friday.
• Often, crews will be working outside units or preparing to work in nearby units prior to 8 AM.
• Noise—All aspects of the scope of work will generate some construction noise and inconvenience, particularly sheetrock demo and installation.
• Dust control and floor protection will be in place. Crews will install ram board (cardboard) and carpet masking, drop cloths on the floors, and hang plastic to control the dust in your unit.

**URGENT WATER SHUT-OFF NOTICE** ALL BUILDINGS – ALL UNITS
There is a substantial leak at the water main that needs immediate attention. To make repairs water will have to be shut off to the entire property. Water will be shut off at 11am. Repairs are expected to take approximately 7 hours or less. Water will be back on by 6pm tonight.
While crews were hydro excavating the water main before they got to the pipe it was apparent that there was a leak. This is an unforeseen condition that we will work diligently and quickly to make repairs.

**URGENT WATER SHUT-OFF NOTICE** ALL BUILDINGS – ALL UNITS
Crews were able to isolate the leak and start making repairs without turning the water off completely to the property. That being said if you notice any loss of water pressure, no water at
site superintendent Aaron Culp – 503-407-8368.
Crews believe the water line in question might be an old, abandoned feed line. We are planning on leaving it turned off for the night to see if it feeds anything. Crews have tested hose bibs at every building and have not noticed a difference in water pressure or any water losses.

Upcoming Work Notice – All Buildings
Charter Construction will begin saw cutting trenches at the breezeways of buildings on Wednesday, 10/29 through Monday, 11/3. This will happen at Buildings 2-6. Building 1 will have a saw cut in the small storage room near the corner of the building.
Work to expect
• Charter crews will be laying out the areas to cut and moving garbage cans as needed.
• Crews will come in with gas or hydraulic powered saws and cut the concrete out from side to side.
• Crews will add some temporary ledger boards to the cut edge and install some plywood paneling over the trenches for safety.
• After our temporary covers are in place crews will move garbage cans back to their spots.
Please note there will be extra people, noise, and dust on-site from this work.

Units Affected – 6923, 6827, 6803, 1802, 6740, 6910.
Charter Construction will need to temporarily rearrange pet fencing on back patios for the directional drilling/excavation. Charter crews will use temporary pet fencing panels to keep your yard enclosed.
Work to expect
• Charter crews will photo document how your current fencing is installed to ensure we put it back exactly how we found it.
• Crews will install new temporary fencing panels, moved/rearranged slightly so we can access the areas we need.
• Once we are complete with the excavation phase of the project, crews will remove the temporary fencing and reinstall your original fencing/barriers.

Safety Plan
Charter does whatever it takes to make certain your job site will be as safe and secure as possible. We do so for the benefit of the homeowners, residents, visitors, subcontractors, and employees of our company.
CONSTRUCTION SITE
1. Safety Meetings –
• The Superintendent holds safety meetings weekly on the job site. The necessary precautions and work methods are discussed to safeguard the site for residents and crews.
2. Power Tools, Utility Cords & Equipment –
• When not in use, power tools and accessories will be kept in Charter’s storage container. The container is secured at the end of each workday.
3. Construction Site –
• A construction office will be located on-site (on Broadway near courtyard gate) and marked with signage.
• The site is to be kept as free of debris as possible during the workday and cleaned up at the end of each day.
• The courtyard will have a laydown area for crews/materials/machines. We will have tall panel fencing around these areas and will lock them at the end of the day with a padlock and chain.
• Materials and supplies are to remain organized and stored when not in use.
• The Superintendent and Charter crew will know the locations of all gas shut-off valves, electrical main panels, and building water mains.
• Emergency numbers for all utility companies will be readily available in the onsite office.
• Keep common area corridors, hallways, and breezeways clear. Do not place or store personal items in entry and/or exit pathways.
SECURITY PRECAUTIONS
1. Locking Doors –
• Material Storage, Office, and Common doors.
2. Keys –
• Building access keys will be checked in/out at the beginning and end of every day.
3. Construction Crew Identity –
• All members of the Charter Construction crew wear articles of clothing with Charter logos.
• Subcontractor crews are encouraged to wear apparel that identifies their companies.
• All members of the Charter Construction crew, as well as subcontractors, must wear high-visibility vests and/or shirts.
• The Charter crew will question any person on the site who is unfamiliar to them. The crew will request their identity and ask why they are in the construction area.
4. Materials Storage –
• Tools, materials, etc., will be secured on-site. MSDS sheets (material safety data sheets) will be filed at the job site office.
• The storage area will remain locked outside business hours.
