Project Summary

Charter will utilize the underground parking garage for the onsite job office, portable toilets and staging of materials. Dumpsters and temporary staging of materials will be placed around the building as needed and in correlation with the progress of work.

Crews will start Job Site Mobilization for the Building Envelope Repair project starting on Monday, 07/14/25.

Job Mobilization:

Areas will be caution taped off for the material laydown and temporary facilities.

Portable toilets will be delivered on site throughout the week.

Temporary fencing will be delivered and set up in targeted areas.

Tools, equipment, storage containers, dumpsters and construction materials will be delivered in the upcoming weeks.

For your privacy, we recommend you keep your curtains closed.

You may see limited crews inspecting the exterior of the grounds taking photos in applicable areas as needed, as part of the photo documentation process.

Please Note: These are the preliminary stages of the project process.

For your safety and protection, please use caution around all construction equipment, materials, signs, warning tapes, etc.

Construction hours will be from 7:30am to 6:00pm Monday – Thursday.

No one but authorized personnel are allowed on construction equipment. If you notice anyone on the construction equipment after 6:00pm other than Richard Sample, please call 911 immediately.

  • Pump jacks (adjustable scaffolding systems), ladders, boom lifts & forklifts will be utilized to perform the exterior scope of repairs.
  • Plastic visqueen will be used as necessary/needed for weather protection needs.

All lap siding will be removed and disposed, and new plywood sheathing will be installed, followed by a weather resistant barrier system, furring strips, and new fiber cement siding (Lap and Panel). The existing T1-11 cladding/sheathing will remain in place and will serve as the building “sheathing”. A new weather resistant barrier system along with furring strips and fiber cement siding (Lap and Panel) will then be installed. All schematics, assemblies and details will be per the J2 Permit set of Drawings and Specifications.

All penetrations (lights, outlets, vents, pipes, etc.) will be properly flashed & installed on mounting blocks per J2’s Permit Drawings and Detailing.

All unit windows and sliding glass doors will be removed and replaced with new VPI windows and sliding glass doors. All fenestrations will be installed & integrated per J2 detailing to ensure a weather tight building envelope & system.

Unit deck storage doors will be removed and replaced with new doors.

Unit entry doors will be removed and reinstalled to properly integrate building envelope components and traffic coatings. No new entry doors are currently part of the scope of work.

New wall sheathing will be installed where lap siding is currently installed. All other wall sheathing and framing damages will be repaired as discovered.

All rear decks will have the existing sheathing removed and replaced with new sheathing in preparation for new deck traffic coatings.

All front corridor walkways will have the existing concrete removed and sheathing replaced. New traffic coatings will be applied after new sheathing has been installed.

All rear decks and corridor walkways will have new fascia mounted aluminum railings installed to replace the existing wood railings.

Drywall nail pops and cracks, related to the construction project, will be repaired to a paint ready state. Painting of any drywall or interior repairs will be the owners’ responsibility.

Interior drywall or wood trim may need to be cut back to accommodate the installation of the new windows and sliding glass doors. Repairs to the drywall and wood trim will be completed to a paint ready state.

Existing roofing is to remain in place. Misc. roofing repairs will take place upon discovery of deficiencies or existing damages.

New diverter flashings will be installed where there is a roof to wall transitions.

All gutters and downspouts will be replaced with 6K gutters and corrugated downspouts to better shed water runoff from the roof.

 

After the cladding and deck/walkway repairs are complete, the building will receive a completely new paint application.

Electrical fixtures will be removed and reinstalled on mounting blocks for proper envelope integrations.

New wall vents will be installed on mounting blocks for proper envelope integrations.

Crews will perform daily cleaning of all work areas at end of shifts, including exterior and interior surfaces affected by construction.

More extensive cleanup will be performed on Thursday afternoons as crews will be working four 10-hour days.

Keeping the job on schedule is of critical importance, and some repairs may require intermittent interior access. To ensure access, we request a copy of unit keys from all owners as residents are often not able to be home when scheduled work is to be performed.

You will receive notices a minimum of 24 hours in advance of scheduled work, unless there is an emergency such as gas, fire, or water. We never enter a unit without first knocking several times and announcing our presence once inside.

Charter has a very stringent key policy to protect keys and units. A copy of the policy can be found in your Orientation Packet.

Keys will be returned when all interior repairs have been completed in your unit.

Certain locations throughout the project will be used for portable toilet, staging area, jobsite office / storage container, etc.

Access to the decks will be prohibited until the building repairs are completed.

Often crews will be working right outside windows and doors while performing repairs.

Noise – All phases of construction will cause noise. Framing repairs, demolition and installation of siding are particularly noisy. This is an unavoidable part of the construction process.

When removing windows and sliding glass doors, the crews will need interior access to the units.

 

Residents will receive detailed notices regarding all preparations they need to make on patios and inside of units, prior to startup of such construction. Examples may include:

Remove all furnishings (i.e., wind chimes, flags, thermometers), personal plants attached or within 10 feet of the building, and miscellaneous items from patio surfaces or patio walls.

Remove all art, wall hangings and valuables from interior sides of exterior walls.

Remove all personal items 5 feet away from the interior of windows during the window repair process to allow for crews to access the windows.

Removal of satellite dishes and connecting cables.

Removal and reinstallation of AC, disconnect, wiring, and line covers will be the responsibility of the unit owner and will need to be removed from the decks/walls for the duration of the repairs until the repair work is completed for that building.

Patios will be off limits during the repairs. All personal items must be removed from your patios before the repair process. Notification will be provided as to when items will need to be removed.

Lisa can be reached during the day at our Portland Office or via email. Lisa is available 24 hours a day for project related emergencies only by calling 503.546.2600, listen to the prompts and dial 9. You will then be directed to our On-Call Answering Service and can request to have Lisa paged. Please know that you can also find Lisa’s contact information on your introductory letter, on the Communication Process pages (Pages 2 & 3) and our project website.

The jobsite office will be located at underground parking garage.

Our normal working hours are Monday through Friday, 8:00am – 5:00pm. Should the situation dictate, weekend work may be necessary, in which you will be given advanced notice.

We expect to have between 10 – 20 crew members on site on any given day depending on the scopes of work taking place. This will fluctuate based on the scopes of work being performed.

All Charter personnel will wear hard hats and apparel with Charter’s logo. All subcontractor crew members also wear hard hats and wear apparel displaying their company logos and are under Charter’s supervision at all times. Additionally, all construction personnel will be wearing high visibility clothing (bright orange, yellow or green).

Yes. Residents will receive a General Notice approximately 5 days prior to the beginning of construction on their building. After which, unit owners will receive an individual notice for interior access for work that specifically affects their unit 24 hours before work begins.

Yes. Charter will need interior access to facilitate the removal and installation of the windows/sliding glass door work, and you will receive an Interior Access Notice at least 24 hours before work begins. No subcontractor will be inside your unit without a Charter crew member present.

Windows and doors will be removed, and new windows and doors will be installed within the same day. If for some reason the new window cannot be installed, the opening will be secured, temporarily with plywood for both safety and security.

Visqueen (plastic) sheeting will be used to protect the buildings on an as needed basis depending on the weather conditions.

Yes. We pride ourselves on keeping a clean work site and understand this is your home. Please know that we will do our best to keep a tidy workspace. Crews will walk through all work areas daily to sweep up construction debris. There may be banging, pounding, vibrations, etc. depending on the work being done in a specific area.

At the end of the job, Charter provides the Homeowner Association with an Operations and Maintenance Manual (O&M). The HOA Board will determine what information in this manual will be made available to the management company for inclusion in resale certificates. Charter will also provide photo-documentation of all stages of the project. The HOA Board will be given these photos to keep in their files. Owners can arrange with the HOA Board to view the Operations & Maintenance (O&M) Manual and photos.
