Project Summary
The following scope of work will be performed as part of the project:
• Remove and replace existing siding.
• Remove and replace any damaged plywood or gypsum sheathing.
• Repair water-damaged framing and replace exposed wall insulation, as needed.
• Replace existing windows and sliding glass doors with new vinyl units.
• Prepare and paint all new exterior siding.
• Modify the roofing system, including drains and downspouts.
• Modify decks, including replacement of railings and installation of new waterproofing systems.
- Staging & Parking Charter Construction will use street parking in front of the buildings for material staging, equipment, and dumpster placement. These areas will be clearly marked with signage or caution tape and will be unavailable for resident use throughout the duration of the project. Construction Equipment
- Only authorized Charter personnel and subcontractors are permitted to operate equipment.
- Residents should always be cautious of construction equipment and materials when entering or exiting driveways, garages, and walkways. Power Tools & Utility Cords
- All power tools and accessories will be stored securely in a locked Charter container when not in use.
- Tools are secured at the end of each workday to ensure safety.
- General cleanup will occur daily, with crews ensuring work areas (both interior and exterior) are tidy and safe at the end of each shift.
- More detailed site-wide cleanup will take place every Friday afternoon.

Keys to Units

To maintain project efficiency, interior access may be needed at various times. Charter will coordinate with onsite management and homeowners as needed.

Residents will receive at least 48 hours’ notice before any scheduled access, unless emergency entry is required.

Our crews will never enter a unit without first knocking and announcing themselves upon entry. Exterior & Interior Access Impacts

Temporary use of select site areas will be required for dumpsters, portable toilets, jobsite offices, staging zones, and material storage.

Deck access will be restricted during active work on your building, and decks must remain clear until repairs are complete.

Expect crews working directly outside your windows and doors during siding, window, or deck work.

Noise impacts: Banging, drilling, and other construction sounds are to be expected during active construction phases.
Detailed instructions will be provided in advance of any work that requires resident preparation. Below are general guidelines to help prepare:
- Clear all personal items from decks and patios prior to scheduled deck work.
- Remove wall-mounted items (e.g., artwork, mirrors) from interior walls that share an exterior side.
- Remove satellite dishes and associated wiring/cabling if mounted to building exterior.
- AC/Mini Split systems: Removal and reinstallation of units, wiring, and line covers are the responsibility of the homeowner and must be completed prior to deck and siding work. These may not be reinstalled until work is completed on your building.
- Decks will be off-limits during construction. Notification will be sent prior to required clearance dates.
- For safety, please do not allow pets in the construction zones or on adjacent grass areas near active work areas.

Tiare can be reached during the day at our Seattle Office or via email. Tiare is available 24 hours a day for project related emergencies only by calling (503) 546-2600, listen to the prompts and she will be paged. Please know that you can also find Tiare’s contact information on your Welcome Letter.
The jobsite office will be located at To Be Determined.
Our normal working hours are Monday through Friday, 7:30am – 4:30pm. Should the situation dictate, weekend work may be necessary, in which you will be given advanced notice.
We expect to have several crew members on site on any given day (To Be Determined).
All Charter personnel will wear hard hats and apparel with Charter’s logo. All subcontractor crew members also wear hard hats and wear apparel displaying their company logos and are under Charter’s supervision at all times. Additionally, all construction personnel will be wearing high visibility clothing as well (bright orange, yellow or green).
Yes. All residents and/or unit owners will receive a General Notice approximately 5 days prior to the beginning of construction on their building. After which, residents and/or unit owners will receive an Interior Access Notice 48 hours before work begins for any interior work that specifically affects their unit.
Yes. Charter will need interior access to facilitate the removal and installation of the windows/sliding glass door work, and you will receive an Interior Access Notice at least 48 hours before the work begins. No subcontractor will be inside your unit without a Charter crew member present.
Windows and doors will be removed, and new or existing windows and doors will be installed within the same day. If for some reason the new window cannot be installed, the opening will be secured, temporarily with plywood for both safety and security.
Visqueen (plastic) sheathing will be used to protect the buildings on an as needed basis depending on the weather conditions.
Yes. We pride ourselves on keeping a clean work site and understand this is your home. Please know that we will do our best to keep a tidy workspace. Crews will walk through all work areas daily to sweep up construction debris. There may be banging, pounding, vibrations, etc. depending on the work being done in a specific area.
At the end of the job, Charter provides the Homeowner Association with an Operations and Maintenance Manual (O&M). The HOA Board will determine what information in this manual will be made available to the management company for inclusion in resale certificates. Charter will also provide photo-documentation of all stages of the project. The HOA Board will be given these photos to keep in their files. Owners can arrange with the HOA Board to view the Operations & Maintenance Manual (O&M) and photos.
Safety Plan
Charter does whatever it takes to make certain your job site will be as safe and secure as possible. We do so for the benefit of the homeowners, residents, visitors, subcontractors, and employees of our company. If you have any questions or concerns about site safety or procedures, please don’t hesitate to contact us. Your cooperation helps ensure a safe and successful project for everyone involved.
Safety First: We conduct thorough site inspections before the start of the project and regularly throughout its duration, with a focus on public safety.
- Identifiable Crew: All Charter Construction employees and subcontractors are required to wear high-visibility shirts or hard hats with Charter branding.
- Clean Work Areas: We maintain a clean and organized job site to minimize hazards for both workers and residents.
- Safety Meetings: Weekly safety meetings are led by the project superintendent. All personnel must also attend site-specific safety orientations. Many high-risk roles require safety certifications and training. We reinforce a culture of safety to keep the team alert and proactive.
- Subcontractor Protocols: All subcontractors are contractually obligated to create and follow a site-specific safety plan in alignment with Charter’s safety standards.
Safety meetings are held onsite by the superintendent every week, first thing in the morning. These meetings reinforce safety protocols that protect residents, workers, and pedestrians alike.
Only authorized Charter personnel and subcontractors are allowed to operate construction equipment.
Residents should remain alert when entering or exiting driveways, garages, and walkways, as equipment and debris may be in use.
Power tools and accessories are securely stored in the Charter tool container when not in use and locked away at the end of each workday.
- The site is kept as free of debris as possible during the day and cleaned thoroughly at the end of each workday.
- All materials and supplies are organized and stored safely in designated areas when not in use.
- The site superintendent and foreman are familiar with the locations of all main electrical panels and shut-off valves.
- Emergency contact information for all utility companies is kept on file at the onsite construction office.
- The local fire department is notified at the start of construction, and they are provided with contact information for the Charter superintendent and general superintendent.
- Please pay close attention to all posted safety signage.
- Do not enter construction zones. If entry is necessary: o Announce yourself to the crew.
- Wait for confirmation that it’s safe to enter.
- Do not move cones, barricades, or caution/danger tape under any circumstances.
- Children should never play in or around construction areas.
- Children and pets should be supervised at all times when construction is in progress.
Do not use decks or allow pets/guests on them during construction hours or while work is ongoing.
- Do not park in designated construction zones.
- If your building is under construction: o Do not park in front of your garage between 7:30 AM and 5:00 PM.
- Vehicles left in construction areas are at risk of damage. Charter Construction is not liable for any damage to personal property left in active work zones. o Vehicles may obstruct the crew’s access and pose a safety hazard to workers handling ladders or equipment.
- Remain alert when driving through construction zones. o Drive slowly and cautiously.
- Watch for workers, ladders, pump jacks, and moving equipment.
