Project Summary

Mobilization
- Charter will utilize the southeast corner of the secured parking area for its onsite office, disposal bins and storage containers.
- Additional materials will be stored in strategic areas around the building’s rooftop. All materials on the rooftop will be stored on protective mats to ensure no damage is done to roof.

Swing Stage and Weather Protection
- Up to three (3) swing stage systems will be in operation at any given time. The swing stage system will be secured as high as possible when not in use.
- Plastic sheathing will be used for weather protection as needed.

Siding, Windows, Sliding Glass Doors, and Storage Doors.
- Siding, weather resistive barrier (WRB), flashings, trim and wall sheathing will be removed and replaced as indicated on the construction drawings at all balconies.
- New fiber cement siding will be installed on a rain screen system.
- All penetrations (lights, outlets, vents, pipes, etc.) will be flashed and waterproofed.
- Windows, sliding glass doors and storage doors will be removed and replaced with new.
Glass Enclosures
- All glass enclosures will be removed and reinstalled.
- Removal of the glass enclosures will be completed several weeks ahead of starting the work on your unit.
Interior Repairs
- Drywall repairs related to the construction project will be repaired to the original state prior to starting the repairs and painted and textured to match as closely as possible.
- Interior finishes may need to be cut back to accommodate the installation of the new windows and sliding glass doors.
- Charter will need to conduct a unit walk-through / inspection on the interior of each unit prior to starting work on the interior to verify existing conditions of all units and audit the size and condition of the existing windows and sliding glass doors.
Exterior Painting

Exterior and Interior Impact
- Certain locations throughout the project will be used for dumpsters, portable toilets, staging areas, jobsite offices, storage containers, etc. These areas will be off limits for the duration of the project.
- Access to balconies is prohibited due to safety requirements until the building repairs are completed.
- Often crews will be working right outside windows and doors while performing repairs.
- Noise – All phases of construction will cause noise. Framing repairs, demolition and installation of siding and roofing are particularly noisy. This is an unavoidable part of the construction process.
- When removing windows and sliding glass doors, the crews will need interior access to the units.
General Guidelines

- Residents will receive detailed notices regarding all preparations they need to make on patios and inside of units, prior to startup of such construction. Examples may include:
- Remove all furnishings (i.e., wind chimes, flags, thermometers), personal plants attached on the balconies and miscellaneous items from patio surfaces or patio walls.
- Remove all art, wall hangings and valuables from interior sides of exterior walls.
- Remove all personal items 5ft away from the interior of windows during the window repair process to allow for crews to access the windows.
- Removal of surface mounted exterior cabling on the balconies.
- Balconies will be off limits during the repairs. All personal items must be removed from your balcony(s) before the repair process starts. Notification will be provided as to when items will need to be removed.
- Residents will receive detailed notices regarding all preparations they need to make on patios and inside of units, prior to startup of such construction. Examples may include:

Crews will be installing additional anchors to the sliding glass door thresholds as required by the structural engineer starting on Monday, 06/08/26, and will continue next week until completed.

• Crews will begin the installation of additional structural anchors required by engineering, starting Monday 06/08/26, until completed.
• Interior access will be needed at this time.
• Crews will be removing and reinstalling interior door thresholds at all sliding glass door locations for the needed anchors.

04-07-26 CHC Interior Notice for Stacks 1 2 3 Misc Units Interior Trim Removal
Stack 1: Units – 501, 401, 301, 201, 101

Crews will need interior access on Monday, 04/13/26, at 8:00am, to remove the interior trim at your sliding glass door and start the process for your siding and tile demolition as well as the patio glass removal which will be performed from the exterior of your unit. PLEASE NOTE: Interior Access will be needed daily for approximately the next 11 weeks. Our schedule is subject to change pending any unforeseen conditions, etc.
Interior Trim Removal:
• Crews will be removing the interior trim at your sliding glass door until all exterior patio work is completed. It will then be reinstalled at a later date, and you will receive a separate Interior Access Notice for this.
Siding and Deck Demolition:
• Crews will be removing and replacing the siding, weather resistive barrier (WRB), flashings, trim and wall sheathing.
• New fiber cement siding will be installed on a rain screen system.
• Penetrations will be flashed and waterproofed (lights, outlets, vents, pipes, etc.).
Patio Glass Removal:
• Crews will be removing the patio glass, and it will remain out of the window surround until repairs have been completed.
• Your patio glass opening will be secured in place and should not be touched as there will be sealant around window(s). A Weather Resistive Barrier and sealants will be used around the window during this process which may have a mild odor until the sealant is completely set. The smell should dissipate in one to two days.
• Interior access will be needed between the hours of 8:00am and 5:00pm.
Resident Reminders:
• All personal items will need to be moved 3 to 4 feet away from the interior and exterior areas around your windows. This includes art décor, wall hangings, window coverings, brackets, furniture, any fragile items, etc.

Crews will need interior access on Monday, 04/06/26, at 8:00am, to start the Siding Demolition on your patios.
Siding and Deck Demolition:
• Crews will be removing and replacing the siding, weather resistive barrier (WRB), flashings, trim and wall sheathing.
• New fiber cement siding will be installed on a rain screen system.
• Penetrations will be flashed and waterproofed (lights, outlets, vents, pipes, etc.).
• Entry will be between the hours of 8:00am and 4:00pm.

Crews will need interior access on Friday, 04/03/26, at 8:00am, perform the patio glass removal.
Patio Glass Removal:
• Crews will be removing the patio glass, and it will remain out of the window surround until repairs have been completed, starting on Friday, 04/03/26.
• Interior access will be needed between the hours of 8:00am and 5:00pm.
Resident Reminders:
• All personal items will need to be moved 3 to 4 feet away from the interior and exterior areas around your windows. This includes art décor, wall hangings, window coverings, brackets, furniture, any fragile items, etc.
• Your patio glass opening will be secured in place and should not be touched. A Weather Resistive Barrier will be used around the window during this process.
• Please do not touch any sealant around window(s) . There may be a mild odor until the sealant is completely set. The smell should dissipate in one to two days.

Crews will be starting Job Site Mobilization for the Rehabilitation Project on Monday, 03/23/26.
Job Mobilization:
• Charter Construction’s project office will be located onsite at a designated area.
• Portable toilets will be delivered on site throughout the week.
• Tools, equipment, storage containers, dumpsters, and construction materials will be delivered on site throughout the week.
• You may see limited crews inspecting the exterior of the grounds taking photos in applicable areas as needed, as part of the photo documentation process.
• For your privacy, we recommend you keep your curtains closed.
• Please Note: These are the preliminary stages of the project process.

The jobsite office will be located at To Be Determined.
Our normal working hours are Monday through Friday, 7:30am – 4:30pm. Should the situation dictate, weekend work may be necessary, in which you will be given advanced notice.
We expect to have several crew members on site on any given day (To Be Determined).
All Charter personnel will wear hard hats and apparel with Charter’s logo. All subcontractor crew members also wear hard hats and wear apparel displaying their company logos and are under Charter’s supervision at all times. Additionally, all construction personnel will be wearing high visibility clothing as well (bright orange, yellow or green).
Yes. All residents and/or unit owners will receive a General Notice approximately 5 days prior to the beginning of construction on their building. After which, residents and/or unit owners will receive an Interior Access Notice 48 hours before work begins for any interior work that specifically affects their unit.
Yes. Charter will need interior access to facilitate the removal and installation of the windows/sliding glass door work, and you will receive an Interior Access Notice at least 48 hours before the work begins. No subcontractor will be inside your unit without a Charter crew member present.
Windows and doors will be removed, and new or existing windows and doors will be installed within the same day. If for some reason the new window cannot be installed, the opening will be secured, temporarily with plywood for both safety and security.
Visqueen (plastic) sheathing will be used to protect the buildings on an as needed basis depending on the weather conditions.
Yes. We pride ourselves on keeping a clean work site and understand this is your home. Please know that we will do our best to keep a tidy workspace. Crews will walk through all work areas daily to sweep up construction debris. There may be banging, pounding, vibrations, etc. depending on the work being done in a specific area.
At the end of the job, Charter provides the Homeowner Association with an Operations and Maintenance Manual (O&M). The HOA Board will determine what information in this manual will be made available to the management company for inclusion in resale certificates. Charter will also provide photo-documentation of all stages of the project. The HOA Board will be given these photos to keep in their files. Owners can arrange with the HOA Board to view the Operations & Maintenance Manual (O&M) and photos.

Because we place such a high priority on security and safety, Charter has had an excellent record of accomplishment for many years. We have maintained this record by evaluating each site carefully, developing a strong plan suited for the location, scope of work, and proactively managing all aspects of work for the duration of the job. The following is our safety information for owners and residents of the Columbia House Condominiums Community.
CONSTRUCTION SITE
1. Safety Meetings – Monday mornings @ 8:00am, in front of the Charter’s site office.
- Our Superintendent Loren Boespflug will hold safety meetings weekly on the job site. Discussions will include the necessary precautions and work methods that safeguard the site for residents and crews.
2. Swing Stages –
- Swing Stages will be used on the exterior of the building while it is being resided.
- Weekly Safety Inspections will be done for all swing stage equipment.
- All swing stages will be closed off during non-working hours.
3. Power Tools, Utility Cords & Equipment –
- When not in use, power tools and accessories will be kept in Charter’s storage area container. The storage area container will be secured at the end of each workday.
4. Construction Site –
- A construction (jobsite) office will be on site in a location marked with signage.
- The site is to be kept as free of debris as much as possible during the course of the workday and cleaned up at the end of each workday.
- Materials and supplies are to remain organized and stored when not in use.
- The Superintendent and Charter’s crew will know the locations of all gas shut-off valves, electrical main panels, and building water main lines.
- Emergency numbers for all utility companies will be readily available in the site office.

- Signage will be posted in designated areas to keep residents and pets clear of danger whenever applicable.
- Locations marked with Red danger tape: do not pass through at any time.
- Locations marked with Yellow caution tape: Ask the crew if you can safely pass through before entering the area.
6. Stay alert to construction equipment and ongoing construction activities.
- Watch for construction workers, moving equipment, swing stages jacks and ladders, boom lifts, etc.
- Material and construction equipment may occasionally obstruct views when in use.
SECURITY PRECAUTIONS
1. Construction Crew Identity –
- All members of the Charter construction crew wear articles of clothing with Charter logos.
- Subcontractor crews are encouraged to wear apparel that identifies their company.
- All members of the Charter construction crew as well as subcontractors must wear high-visibility vests and/or shirts (bright orange, yellow or green).
- Charter crews may question any person on the site who is unfamiliar to them. Our crew will request their identity and ask why they are in the construction area.
2. Materials Storage –
- Tools, materials, etc. will be secured in an onsite location. Material Safety Data Sheets (SDS) will be filed at the site office.
- The storage area will remain locked outside of business hours.
