From Failure to Function: Charter Replaces Aging Plumbing System in Occupied Apartments
The Jackson School Village Apartments complex in Portland consists of twenty-five apartment buildings with a total of 200 units. When residents in two buildings began experiencing frequent plumbing failures, an inspection revealed that the existing CPVC piping had reached the end of its lifespan. The property owners set out to replace the system and restore reliability for residents.

The Challenge
The owners initially hired a contractor to perform the plumbing replacement work, but poor performance, disorganization, and quality issues quickly derailed progress. The project suffered from missed deadlines, unsatisfactory workmanship, and frustrated residents who continued to face water service interruptions. The owners needed an experienced and dependable partner to step in, correct the work, and restore the system efficiently.
The Solution
Charter Construction was brought in for its proven track record in occupied multifamily projects and water system replacements. The team developed a fast-paced, three-week plan to remove and replace all domestic water piping in the two affected buildings.
To complete the work safely and efficiently, Charter coordinated a full two-day water shutdown, during which residents were temporarily relocated. Crews replaced the cold-water main from the shutoff valve through both buildings and installed new hot and cold lines to each unit’s fixtures, including kitchens, bathrooms, and laundry areas. Throughout the process, Charter maintained clear communication with ownership and residents to minimize disruption.
